Components of a Government Initiated Unannounced Exercise

Clean Rivers Cooperative Member Facilities are subject to performing during Government Initiated Unannounced Exercises or GIUEs. GIUEs are a cornerstone of the area oil spill exercise cycle and a key tool for the State Agencies, Environmental Protection Agency and United States Cost Guard to evaluate oil spill response preparedness. The GIUE program provides these agencies the ability to identify risks and apply a structured average most probable discharge (AMPD) exercise to analyze the plan holder’s capabilities. Requirements for AMPD equipment are defined in 33 C.F.R. § 154.1045(c) and 33 C.F.R. § 155.1050(d).

At Clean Rivers Cooperative’s recent HAZWOPER Training EPA Federal On-Scene Coordinator, U.S. EPA Region 10 delivered a presentation on the GIUE Program along with those of the FRP Program.

The GIUE section of this presentation was captured for membership to review. This presentation includes valuable information on the GIUE program, requirements and limitations that all member facilities should fully understand.
